(C ) Empanelment of Consultants for the following posts:-
Endocrinology, Neurology, Dental Surgery, Vascular Surgery, Neuro Surgery, ENT, Pediatric Surgery, Clinical Psychology
Abbreviations:- UR- Unreserved, SC/ST- Scheduled Caste/Tribe, OBC- Other Backward Class OH -Orthopedically Handicapped
Reservation for persons with disabilities/Ex-servicemen/Disabled Ex-servicemen/ SC/ ST/ OBC as per Govt. Guidelines.
Candidates who have applied for posts at Sl. No. 1, 6, 7, 10, 15, 17, 21, 22, 24, 31, 33 & 38 need not apply again.
In addition to above pay package Transport Allowance & Children Education Allowance as per Govt. Guidelines and other additional allowances as per policy of the Institute are admissible. The above pay packages are based on Pay Band I-IV.
General Instructions
All appointments shall be on “contract basis” and will be initially for a period of ‘four years’ including a probation period of one year. The contractual appointment may be extended for a further period of ‘four years’ based on performance of the candidate during the initial period of four years. The appointment of Sr. Resident will be period of 3 years on contract basis including a probation period of one year.
All the posts(s) are on consolidated package basis. The incumbents will be eligible for an annual [email protected]% of Pay Band & Grade Pay. The remuneration packages are based on Pay Band & Grade Pay as per revised pay rules 2008 and HR policy of ILBS.
The above vacancies are subject to change at any given point of time and the Institute reserves the right whether or not to fill up any post. No appeal will be entertained or accepted. It is not obligatory on the part of the Institute to call for Interview every candidate who possesses the essential qualification and no representation in this regard will be entertained from any candidate.
Upper age limit is relaxable by 5 years for SC/ST candidates and by 3 years for OBC candidates. For the post reserved for OBC category, the application of those candidates will be considered who have OBC certificate issued by GNCT of Delhi. In respect of persons with disabilities upper age limit is relaxable by 5 years (10 years for SC/ST and 8 years for OBC), with regards to posts mentioned from Sl. No. 1 to 25, 30,33 to 39 and by 10 years (15 years SC/ST and 13 years for OBC, in respect of posts mentioned at Sl. No. 26 to 29 & 31 to 32 subject to the condition that no age relaxation can be allowed beyond the age of 60 years under normal circumstances.
The candidates with the disabilities as mentioned against each post can apply for the post as per the definition given in the Persons with Disabilities (equal opportunities, protection of rights and full participation) Act, 1995.
Persons suffering from not less than 40% of the relevant disability shall alone be eligible for the benefit of reservation as PH.

Applications for the posts from Sl.No. 1 to 58 and empanelment of consultants for various posts, should reach the Administrative Office at INSTITUTE OF LIVER & BILIARY SCIENCES, D-1, Vasant Kunj, New Delhi-110070 latest by 31st January, 2012. No application will be accepted after the last date. The name of the post applied for and post code number should be clearly indicated in BOLD LETTERS on top of the envelope, the name of the applicant and the post should be written on the back side of the demand draft. Application should be submitted in the prescribed format. Candidates should enclose attested copies of certificates, in support of age, community (in the prescribed format of the concerned state Government), educational Qualifications, Experience etc. along with the filled in original application. Applications not in the prescribed format, application received through E-mail will not be considered.
Candidates employed in Govt. & Semi Govt. Organizations, Public Undertakings, University and Educational Institutions must apply through their present employer. If they anticipate unavoidable delay in the applications submitted through proper channel reaching the Institute before the closing date, they may submit the advance copies of their applications directly to the Institute, which will be considered provisionally.
Separate application has to be filled for each post.
He/She should also submit a copy of recent passport size photo, the entry relating to his/her date of birth from the matriculation certificate or SSLC, copies of his/ her degree certificate or diploma duly attested.
The Institute reserves the right to restrict the number of candidates for Interview to a reasonable limit on the basis of qualification and experience higher than the minimum prescribed in the advertisement & other academic achievements.
The Institute also reserves the right of rejecting any or all the applications without assigning any reasons therefore.
The experience is relaxable at the discretion of the Institute in the case of candidates belonging to the Schedule Caste/Schedule Tribe, if at any stage of selection the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.
The summoning of a candidate for interview merely indicates that it is felt that he/she with others may be suitable for the post and conveys no assurance whatsoever that he/ she will be recommended or selected or his/her conditions specified in the application will be accepted.
Applications forms incomplete in any way or not having required educational/experience certificates and latest photo affixed will be rejected without intimation.
No correspondence whatsoever will be entertained from candidates regarding postal delay, conduct and result of test/interview and reasons for not being called for interview.
Canvassing in any form will be a disqualification.

Working knowledge of Computer is essential for all the posts.
The candidates appearing for the Interview should bear the cost of traveling and stay under their own arrangement and no refunds will be allowed under any circumstances. The candidates must check their eligibility both in terms of age and experience from the website of the Institute.

Terms & conditions for Empanelment of Visiting consultants in ILBS
Qualification & Experience
General Specialities (ENT) Consultant – MD/MS or equivalent Experience – Minimum 7 years after post qualification Dental Surgeon- MDS Experience- Minimum 7 years after MDS
Super Specialities (Endocrinology, Neurology, Vascular Surgery & Neuro Surgery, Pediatric Surgery) Consultant –DM/MCh. or Equivalent Experience – Minimum 03 years after DM/M.Ch.
Preference will be given to consultants whose residence is within a distance of 15 Km from the Institute.
Consultants preferably should be less than 60 years of age. Management ILBS may consider relaxation in age limit in exceptional cases.
Distribution of income – The percentage of ILBS Administration charge will be 10% of the total remuneration payable, if it exceeds Rs. 10,000 in a month.
The Consultant will make themselves available in the Institute as per the requirement of the Institute. On urgent call, they will make themselves available within one hour of such call being made to him.
Referral to other specialty or consultant – Referral by honorary consultant will be made only to the serving faculty of ILBS or a consultant empanelled with ILBS. Under no circumstances a referral will be made to any consultant not empanelled in ILBS.
Below the poverty line (BPL) patients shall not be charged any consultation fee as per the Govt. guidelines.
Period of appointment – The appointment initially will be for a period of two years subject to further renewal by mutual consent. This appointment can be terminated by giving one month notice period from either side.
DMC registration is mandatory.
